Xcel Energy Customers
The POWER On and Gas Affordability Program (GAP) offers low-income households in Minnesota the opportunity to receive a discount on a portion of their monthly electric bill (through the POWER On program) and monthly gas bill (through the Gas Affordability program). The discount will be based on household income and on how much energy you use. If you have a past due bill with Xcel Energy, POWER On and GAP will help with a monthly credit toward your past due bill too.
To qualify, customers must first receive a grant from the Low Income Home Energy Assistance Program (LIHEAP) for the current heating season. For more information about the Energy Assistance Program and to find the service provider for your area, click here.

To apply for the program, you must submit an application to the Energy CENTS Coalition. Click Here to download the application, or call our office at 651-774-9010 to have an application mailed to you.
The POWER On and Gas Affordability Program (GAP) is offered by Xcel Energy and is administered by the Energy CENTS Coalition.
Enrollment is offered on a first-come first-served basis. Program funding is limited.
